CURE Bill collectors is built by Farmwise AI Private Limited for the Greater Hyderabad Municipal Corporation (GHMC). It enables authorised Bill Collectors and municipal officers to conduct property tax field surveys, verify property records, issue statutory notices, and route assessments through GHMC's approval workflow in coordination with CGG (the Centre for Good Governance system that administers GHMC's property tax records). This policy explains what data we handle — including data about property owners collected during a survey — and how we protect it.
1. Overview
This Privacy Policy applies to the CURE Bill collectorsapplication and the services delivered through it. By installing or using the App you agree to the practices described here. The App is intended for authorised GHMC personnel; it is not a consumer-facing product, though it necessarily collects information about property owners and occupants as part of conducting a property tax survey on their property.
2. Information We Collect
We collect only the information needed to authenticate app users, route work to the right role and area, and complete a verifiable record of each property assessment.
Account & Profile (Bill Collectors and officers)
- Name and phone number — used for OTP-based sign-in and the audit trail.
- Assigned role and docket/area — determines which properties and wards you can access.
Authentication
- One-time passwords (OTP) — generated and verified server-side; not stored on the device after verification.
- Session tokens — issued by the backend and stored in encrypted device storage.
Property & Survey Data (collected about property owners during a visit)
- Owner details — name, mobile number, and door number/address.
- Property details — usage (residential/non-residential), floor and unit configuration, plinth area, and building type.
- Photographs — of the property/building, captured during a survey.
- Supporting documents — identity or ownership documents (e.g. ID proof, sale deed, encumbrance certificate) a citizen provides to support an assessment.
- Location coordinates — captured at the moment a visit, survey, or statutory notice is recorded, to confirm on-ground presence.
- Statutory notices — records of notices issued (e.g. Section 213) and their status.
Device & Diagnostic Information
- Device model, operating system version, and app version — for compatibility and crash diagnostics.
- Anonymous error logs captured when the App encounters an unexpected condition.
3. How We Use Information
- To authenticate app users and enforce role- and area-based access to property records.
- To create and maintain the property tax assessment record for a property, including survey capture and revision/variation tracking.
- To route submitted assessments to CGG's systems for GHMC's approval workflow (AMC → Zonal Commissioner → Deputy Commissioner) and reflect status updates back to the App.
- To preserve an audit trail of who did what, when, and where, for departmental accountability.
- To improve App reliability, performance, and security through diagnostic data.
- To comply with applicable laws, regulations, and lawful government directives.
We do not use this information for advertising, and we do not sell or rent it to any third party for marketing purposes.
4. Location & Camera Permissions
The App requests the following device permissions only when they are needed for an active task:
- Location (foreground) — to confirm presence at a property when a visit, survey, or notice is recorded. Background location is not used.
- Camera — to capture property photographs and supporting documents.
- Photo library / storage — to attach existing images where the workflow permits.
- Notifications — to alert Bill Collectors to assignment or status updates.
You can revoke any of these permissions at any time from your device settings. Revoking a required permission may prevent the affected workflow from completing — for example, a survey cannot be geotagged without location access.
5. Data Sharing & Disclosure
We share information only with the following parties, and only to the extent necessary:
- CGG / GHMC systems — submitted assessments, survey data, issued notices, and uploaded documents/photos are transmitted to CGG's property tax platform as part of the statutory assessment and approval workflow. This is a government-to-government data flow within the same property tax program.
- Cloud infrastructure providers — the App's backend runs on Microsoft Azure in the Central India region. Data is encrypted in transit and at rest. Microsoft processes this data solely as our infrastructure provider.
- SMS service provider — OTP codes and statutory notice/status messages are delivered through a contracted SMS gateway, which receives only the mobile number and message content required to deliver that message.
- Law enforcement or regulators — where disclosure is required by applicable law, a valid legal process, or to protect the rights, property, or safety of any person.
We do not share personal data with advertisers, marketers, or any third party for commercial purposes.
6. Data Security
We apply administrative, technical, and physical safeguards designed to protect information:
- All network traffic between the App and the backend uses HTTPS / TLS.
- Authentication tokens are stored in encrypted device storage.
- Every backend endpoint enforces role-based authorisation; the App cannot make role claims of its own.
- Server-side data is encrypted at rest in our cloud database and file storage.
- Access to production systems is limited to a small number of authorised engineers.
No system is perfectly secure. If you believe your account or any data has been compromised, please contact us immediately using the details below.
7. Data Retention
App-user (Bill Collector/officer) account data is retained for as long as the account remains active, plus any additional period required for audit, legal, or departmental record-keeping purposes. Property survey records, statutory notices, and associated documents/photos form part of the property tax record and are retained in line with GHMC's own record-retention requirements — these are government records, not data we can unilaterally delete on request (see §8).
8. Your Rights
App users (Bill Collectors/officers) may request access to, or correction of, their own account information, and may request revocation of app access when they leave the role.
Property owners may request access to or correction of the property record information held about them by contacting GHMC through its standard citizen service channels, since the property tax record is a statutory government record. Deletion requests are subject to GHMC's legal obligation to maintain accurate property tax records.
Requests can also be routed to us at the contact details in §11, and we will forward or action them as appropriate.
9. Children's Privacy
The App is intended solely for authorised adult GHMC personnel. It is not designed for, marketed to, or intended to be used by anyone under the age of 18. We do not knowingly collect personal information from children through this App. A property record may incidentally reference a minor as a co-owner in ownership documents submitted as part of that record — this is handled as part of the statutory property record, not as data collected from a child user.
10. Changes to This Policy
We may update this Privacy Policy from time to time to reflect changes in the App, our practices, or applicable law. When we make material changes, we will update the effective date at the top of this page and, where appropriate, notify you in the App. Please review this policy periodically.
